the only time you can get this recipe is during the lunar festival. you must do there quests and collect stones and the recipe will be a reward from them.

It says that these schematics drop off Weird NPC's like bankers and stuff. This cant be right. Whats going on.

These rocket schematics are purchased with the Coins of Ancestry you get from the Elder quests found in Moonglade during the Lunar Festival. Keep in mind that these rocket recipes are Bind on Pickup, so if you're not an engineer, skip them. You won't be able to mail them to an alt or sell them on AH.

I've been copying this post to all the rocket schematic entries in an effort to keep anyone else from wasting their Coins of Ancestry like I did after buying the non-BoP Launcher recipes.
