You can snag these in Allerian Stronghold every so often. I believe it may be tied to a quest.

After drinking this, the mobs i killed dropped alot of uncommon drops and earned 300g in just 3 hours! - this is madness.
Sadly this drink lasts for a short time. -make good use of it. -kick

I believe the creation of the wine barrel is triggered when someone turns in the Final Code quest to Jenai Starwhisper.

So my husband and I dropped into Allerian SH the other night, just questin around, and we see this barrel over next to the smithy, with the lil gear..so we went over and clicked and it gave us five each of these wine. Well we drank all 5, and it got us completely smashed..and went to run to the flightpath..when we notcied..pink elekks all over town there..^.^ quite funny, caught us off guard..strangley enough I guess the blood elf that sets the barrel there only does it every so often, so half our friends of course thought we were crazy when they went to see for themselves..but we aren't I swear it!

Drink the entire stack of 5 that you get from the Brightsong Wine Cask... and you see ghostly Pink Eleks around town! *

This cask appears in the heart of the Allerian Stronghold whenever anyone completes some quest. Dunno which quest; was fishing for Golden Darters when I heard the grateful NPC yell.

* (Eleks are the new Draenei mount)

you also see mobs as lower lvls... 1 is -1 lvl 2 is -2 lvls nad so on until at 5 . . . . . :D
