This is decent stealth detection; they have a value of 15 which is 3 stealth levels. So spotting a 70 is like spotting a 67.

In comparison:

Catseye Elixir = 10
Catseye Ultra Goggles = 18
Hypervision Goggles = 30
other epic engineering goggles = 5
Perception (Human racial) = 50
Rogue talents (Master of Deception for extra stealth and Heightened Senses for detection) = 3 per rank (max 15/6 respectively)
Druid talent (Feral Instinct for stealth) = 3 per rank (max 15)

Not the top of the chart really, but decent none the less.
