These drop from the hidden mobs in Skettis. I.E. Time-Lost Skettis High Priests. You'll be able to see them by using the Elixir of Shadows that is given to you by finding the Shadow Dust. You'll use these scrolls on the skull piles around Skettis.

I just found 5 of these on the AH for a 100g buyout but a 10g bid, so I bidded on them. So just so you know, these are sellable on the AH

Those items can be sold on AH if you ever get more than needed. And for a good price.

You can actually farm these for money while grinding your reputation for the Sha'tari Skyguard (https://www.wowhead.com/tbc/faction=1031) all the way up to exalted, if you ever get more than 40.

I ended up with way too many of the elixirs to see the ghosts after I got exalted, and I had sold extra time lost scrolls off and been surprised at the gold I got, so I just farm 40 scrolls a day now until my elixirs run out - it's like 200g for very little work. Very nice.

The scrolls are used in summoning of four named skettis for the quest "Adversarial Blood" which is part of a quest chain in Skettis.

In case anyone was having issues getting these, the only mobs they drop from also happen to only be visible while under the effects of the Elixir of Shadows.

So, save your extra Shadow Dust.

you need 10 to summon each elete...

there are pile's of scull's dotted around the area that you use to summon the elte..

i personaly got the lizard 1.. was partucularly nasty.. and as a rogue it saw straight though my stealth and made a direct line straigh for me..

i paniced and vanished.. so i dont know what the thing does.. but from what i am guessing these will be similar to the "wind stone" mini boss's that you are able to summon, therefore giving items that you would be able to use to further advance your rep.

just a guess though

Do not use these on the skull piles yet...There is a quest later in the chain that you will need to use the scrolls to summon the elites and then kill them.

these only drop off the undead skettis that you can see with the shadow elixer.
therefor:
farm 6 shadow dust -> one shadow elixer -> farm scrolls for 15 minutes

kindof a pain but rep rewards from these guys are AWSOME
