Go up the stairs inside the keep Benedict is in, it's at the top of the stairs.

Head to the top of the castle that Benedict is inside. The only stairwell you can take that does not lead to him will lead to his chest. There's a Kul Tiras Marine up that way, so be ready.

There is also a rare spawn on the bottom level. When you first come in go right, then left and right in front of you is a room with a mob in it and sometimes him. Killed him too fast to note the name and he didn't drop a decent item at all. But I've only killed/seen him once.

The key opens a chest on a walkway at the top of the tower. Inside the chest is a note which begins the The Admiral's Orders quest.

the chest is on the top floor of the same building with Lt. Benedict. Before going back down, go through the opposite hallway and its on the balcony. :)
