Your best bet is to fish for the "message in a bottle" item in the veiled sea. Since the drop rate of fishing for them there is .7% and the drop rate of the plans inside of the bottle is .9%, you have a .63% chance of finding the plans this way. still pretty slim, but better than killing enemies to find them.

You cant farm it, it's a random world drop.

Dropped for me today in SM Arms, it was in an Iron Lockbox dropped by one of the guys near the chest. I was quite pleased, I'm going to try sell it for 15-20g

Its a license to make money for any BS

Could someone give a tip on where the best place is to pick up Plans Iron Shield Spike?

So far the best shot to getting this recipe that Allakhazam mentions is fishing in Lake Everstill. However, no idea if that information is accurate and or what the catch rate is (catch rate - my attempt at drop rate involving fishing).

I will try fishing their myself, and if it works I will post a message immediately.

This item dropped while I was hunting in the western part of Duskwood today. I don't recall what I killed to get it though. I was killing levels 20-25... I also looted a treasure chest so it might be from there.
