Just got them on Argent Dawn, supposedly the first to get them on the server. Late, but still nice!

Les échos de la guerre Is the pre requisite quest needed to turn this piece in. You get the quest from Commandant Eligor Portelaube located inside lights hope chapel.

I looked in the comments of various pieces and didn't find the answer I was looking for so I figured I'd share it here.
