Kir of Cenarius here. Just spoke to a GM about this, asking what the deal was. They said it's a part of something in game, and that we'll have to wait for more info/check the forums. Does it mean Nerf or buff? I don't know. He then proceded to "Self Destruct" the message... Sometimes I wonder.

Nope, it becomes usable, but you can still put it at the AH or something. There are actually at least 2 of the finished cloaks on AH right now, about 75g a piece.

found one off one of the demon dogs at the north forge camp in Ogri'la plateau. i have it on the AH for 100g but no bidders thus far...

Dropped off a Shard-Hide Boar in the Vortex Pinnacle in BEM for me. Putting it up for 200g on my server, ill let you know if it sells =)

I think this is good item and fairly ez to get.
i tried to farm this but no luck instead of this i got badge of tenacity XD! lol.... however one day i saw in the trade channel in orgri that some1 was selling it.. when i pst for the price, OMG was 30g!
if u check for items that have haste on it u will not find another cloak, beside this, with haste.
P.S. items (or recipies and the mats) with "equip:+haste" only drops in BT.
