Drop rate is low. Best rate I have found is in the northwestern field, slaying farmers.

All of the miners in the mine also drop skulls for this quest. You have to kill Miner Hackett in the mines for the same quest as the one where you kill Farmer Kabala. Take it into consideration when you are head hunting.

ANY humans in Hillsbrad will do.
You can get them from the humans in Hillsbrad Fields.
You can also get them from the Syndicate mobs in Durnholde Keep.
You can probably get them from the Detention Camp and Dalaran Crater (between Hillsbrad Fields and Lordamere Lake).

Skulls are entirely optional for humans in Hillsbrad - you have a better chance of finding one under your bed than in one of their heads, so treasure those precious occasions when they actually drop...
