Little history about why he's in jail: Kam Deepfury, according to Alliance intelligence in Dun Modr, has been determined as the organizer of the explosion that destroyed one of the bridges in the Thandol Span, as well as the death of one of Longbraid the Grim's kin. Motley Garmason wants his head as retribution for the deed. Unlike most other prisoners in the Stockade, he is not a member of the Defias Brotherhood.

I can confirm it drops, despite the 0.62% listed rate. Dropped for my druid at level 20 during a run through. I couldn't believe my eyes, but sure enough. Since the loot upgrades a few patches back, it's now quite a nice staff for it's level, but I expect I'll never see it again in a hundred more runs on a hundred more toons.

Turn right at the first junction, go down the stair & he is indeed in the 2nd room on the left. You can pull him solo if you time it right for when he walks to the centre of the room.
