I think this is a reward from Akama after completing his Questline. Which also makes you attuned with The Black Temple.

If you look closely, the first key you get for black temple is the Medallion of Karabor.

Notice, that this is the Blessed Medallion of Karabor. Im guessing that after defeating Illidan, you get the blessed medallion, which has the teleport mechanics.

This is the reward from the original Black Temple quest line.
First you help Akama and Maiev to enter the Black Temple, then you get the first neck ( without teleport or stamina ) wich allows you to enter Black Temple.
Then you have to go talk to a Seer inside Black Temple in the little Ashtongue Camp ( where you can aswell talk to the rep. vendor ) who ask you to help Akama in the fight against his Shade.
When you're done, you return the quest to the Seer and then he ask you to kill Illidan.
This is the final reward.

This may be a stupid question, but I feel it needs to be asked.

This item is not Bind on Anything. Does that mean it can be traded, auctioned, etc? I can easily imagine a person auctioning their medallion for several thousand gold and actually selling.

Using this does not affect the hearthstone cooldown, finally giving us a path back to Outlands that doesn't take forever.

Just a note, as I found out the hard way. You have to have the medallion in your bags to enter the Temple. It's not like the Onyxia neck which you just had to own.

For non-Shamans/Mages this is a great way to return to Shatt (3 min hike with Swift Mount) and not wasting your hearthstone CD. Especially awesome after clearing Mt. Hyjal and continuing with BT.

Cannot be used in combat. Just like Astral recall. (+They are both 15 mins CoolDown)

So pallies, stick to your bubble and hearth 'cause you can't bubble and BT teleport :P

Now just imagine an ally mage with Aetish, this, his ports, a Kirin Tor faction ring, both engineering teleporters (Gnomish, of course ;D), a wormhole generator, and inscription hearths.

At that point you could get anywhere in the world excluding Lordaeron in a matter of seconds.

This item is useful for the Bloody Rare achievement. With a cooldown of 15 minutes it's very helpful to check for the rare NPCs of Outland.

Still Obtainable you will need to first finish the Quest line started by Akama in Shadowmoon and this chain is started from:
Aldors; Anchorite Ceyla (https://www.wowhead.com/cata/npc=21402) at the Altar of Sha'tar in Shadowmoon Valley
Scryers; Arcanist Thelis (https://www.wowhead.com/cata/npc=21955) at the Sanctum of Stars also in Shadowmoon
after that quest line is finished (LONG quest line BTW) get the quest from Seer Olum Un secret compromis in Serpenshrine caverns Behind Seigneur des fonds Karathress

Eventually that quest line will direct you to Black Temple to avoid having to run the raid Twice to finish off all the quests talk to the Ashtongue NPC's by the quartermaster before killing the Shade of Akama. Good luck and enjoy your new teleport

To obtain the first questline Tablettes de Baa'ri , you must first complete either:
Allégeance à l'Aldor or Allégeance aux Clairvoyants

For good measure i did the follow up quest Voren'thal le Voyant , but im not sure if its necessary

Now the Tablet quest is obtainable from either:
Scryers-Arcaniste Thelis
Aldor-Anachorète Ceyla

From here just follow the questline

I cant find the quest to get back on this quest line to get this item. I did all the quest in Shadowmoon Valley quite a long time ago. I've checked Shattrath, I've checked where Akama is in Shadowmoon Valley, I've checked the Scryers area in Shadowmoon Valley. I've downloaded quest mods with no luck.

Anyone have any idea what the problem is? Has anyone actually completed this quest line recently? Do I need a certain amount of rep with the Scryers/Aldor?

You also need this to become attuned for sunwell plateau (coming out in patch 2.4). With the final boss being Kil'jaeden, to find more details search for kil'jaeden target.
