I found one of these laying on the ground in the sewer of Dalaran next to the "Washed-up Mage". I drank the elixir and it gave me a buff that said, "You had always heard that this was "The City of Mages" but this is ridiculous!"

It is a 10 minute buff and at first I didn't notice what it did, but after sitting in dalaran and wondering why everyone was wearing the same thing, I realized it made everyone look like a human mage. ;P

Couple more use effects for these (appear to be random):

1. Turns you into a hungry tuskarr for 10mins, increasing fishing skill by 50.
2. Turns you into a wasp for 10mins, letting you move + fly around very slowly. First time I used this one I was in the sewers and could fly around down there, but as soon as I entered the dalaran streets above i got the restricted flight zone debuff and lost the wast buff shortly thereafter.

I just found the perfect bug! (pun intended) While in the flying bug form you can get with this item fly into the Black Market Section and agro the shark in the water without taking off the buff, then fly upwards and the shark will follow you through the air! You can even take the shark up into the streets of Dalaran by kiting it with a low DPS weapon! FLYING SHARKS!

My server isn't too, too populated, however it still has it's fair share of people. Even with this fact, I have been finding these bottles ALL over the Dalaran Underbelly, in random spots, normally against a wall or corner. So, what I'm trying to say is, in my case at least, these are not hard to find at all. Just look for a little green bottle on the ground.

Finding the potions
The potions are pretty easy to spot: They have green smoke in them, and are a conical vial themselves. They can only be found in the underbelly (sewers) of Dalaran. They can mostly be found on the ground or underwater, although they have been known to spawn inside the inn and arena master's hut. The spawn points are basically all over the underbelly (with the exception of the Black Market area).
The respawn time is pretty crazy, around 30 minutes to 1 hour.
There are normally only about 3 of the containers around at one time, but more respawn within seconds of one container disapearing.
You can get a good bunch of around 10 in 10-15 minutes.

It can give you 1 of 3possible effects:

1) Hungry Tuskarr (10 Mins)
Turns you into a regular tuskarr (Huge brown walrus thing). The model can walk, run, swim, jump, and sit; as far as I've found. Don't try to mount up, or you'll buff off!
This also gives you a +50 Fishing bonus, which WILL stack with baubles and other baits and rods.
This buff can be obtained only in Dalaran.

2) Flying Wasp (10 Mins)
You can fly in this form, even if you don't have any flying skill or the Colridge flying pass. The effect ONLY works in the Dalaran Underbelly, do don't try to get onto the streets, or you'll be given a warning and 10 seconds to get off, or you'll be debuffed.
Also, this happens when you try to fly out of the sewers through the pipe, leading to the outside, with the exception that you WILL NOT recieve the warning. It's an instant dismount, and instant death if you're not a 77+ druid with flight form and coldridge flying.
You can't get this buff if you drink the elixir outside of the sewers, so if you want it, then stay in the sewers at all times.

3) The city of Mages (10 Mins)
Everyone you see will be reclothed with the Tier 2 mage set, and changed into a Human (Male or female). It's not really noticeable unless you're a horde in the horde section of Dalaran.
This effect only takes place when you're in Dalaran.

Other Notes

All the effects have an equal chance (1/3) to occour.
The elixir can only be consumed in Dalaran.
You cannot trade the item, as it gets soulbound on pickup.

Another fun thing to note is that you can still cast spells and attack as normal with the wasp buff on and if you try to melee something your weapons will appear in your legs.

Apparently there are some areas where if you take a flying mount/this flying form quickly enough you won't get the restricted area debuff.
Some examples are if you fly from outside of dalaran into the silver covenant area right away you may be able to shortly fly there... then you can go over to the market area and fly in that for a bit...
and finally you can go infront of the bank but you need to stay low!
It's hard to do... so if you fail not my fault.
And don't say it's impossible cause I confirmed it with my drake + wasp form with this.
Or you can also drink the potion while inside the market area.
The Commerce center or whatever it's called.

I've found that if you use the elixir and get the "city of mages," then go into arena, the buff seems to never want to go away. I've just become aware of this myself but I do know that the buff is removed, but everyone in the arena remains with the buff. 10 minutes will also pass and sure enough, the buff is still on. I've gone to Stormwind and it's pretty funny to see the group of 6-7 patrolling characters walking as human mages.

I've spend days woundering the Underbelly XD
And I've found much of those underbelly elixer.

With the wasp u won;t be right away dismissed when u turned into is on the street in stead of the suwige.. (I don;s typ English verry good :P ).. U got a few second. So u can get on time in the underbelly. If u always play with the sound of WoW on you hear a kind of Grom... like from a lion.. or some kind of mad beast, that notify that ur flying in a place that u are not supposed to fly, and than u have 10 seconds.

And that thing with the wasp and the shark with the market i've tried that.. That was funny :P Prnt Scrn Of The Shark Out Of The Water

I've noticed a bug with the flying wasp buff. You actually can retain it outside of the sewers.

Get a few elixirs and obtain the wasp form while in the sewers. Fly out, and you'll be demorphed by the "No-Fly Zone". Run into a bank and drink more elixirs until you receive the wasp buff again. Presto- you can stay a wasp inside the bank!

I'm not entirely sure if this works without being dismounted/demorphed first- it could just be a bug with the inside of the banks.

One of the spawn points is actually inside the Inn in the underbelly. Cantrips and crows has a single room and if you enter it there is a chance that an underbelly elixir will be there sitting on a desk.

I was in queue for 2v2 arena rated match when i found it drank it got the everyone is a human mage buff. entered arena all buffs got deleted as usual but when match was over(note we won and i did not die) i got back in dalaran and everyone was still a mage and i no longer had the buff i checked out multiple heroics and Orgrimmar everyone was a mage all the bosses in Nexus and even Thrall was one XD this thing rocks!

I am highly confused by the post saying the re-spawn time is 30minutes to 1hour and then saying the spawn within seconds of collecting one of the vials and being able to collect a bunch in 10 minutes. If it takes 30 minutes to re-spawn it cant take seconds... and if there are three max you cant have bunches in 10 minutes.

The City of Mages buff transforms everyone into a human wearing a blue and purple robe, shoulders and a helmet also.
On regular players you can still see their shoulders though, and it removes their helmet, another note: it turns Applebough into a human mage also.

Unlike some of the other posters, i found that there was always at least one elixir around, sometimes very close to others. Didn't seem like the was a timer between them spawing.

I just discovered a glitch with this, When you use it and if you get the wasp effect you can use a item Such as This https://www.wowhead.com/cata/item=34480 or This https://www.wowhead.com/cata/spell=818 you can plant it down while in mid air and it will float in mid-air!

One thing that I have found out that if you are a female character with the Matron title, and you consume this elixir and happen to get the Hungry Tuskarr buff, it will say (in my case);

You have lost the title 'Matron Meliari'
You have earned the title 'Patron Meliari'

Neat little thing about the Wasp form:

As a hunter i dueled a melee class with the form on, being that you are able to fly, i stuck to the ceiling and killed him. he was yelling "Where are you?" by the end of the fight.

I did not lose the buff when i took damage, nor did i lose the buff while casting attacks.

Have not yet confirmed if you are Death-Grippable in the wasp form.

During the "City of Mages" buff, players transformed by Savory Deviate Delight do not become Mages, but instead stay in their transformed state. I would assume this would occur when under the transformation effects of Noggenfogger Elixir as well.

Interestingly, the Hungry Tuskarr buff changes your gender, if you are female at least. I was surprised to see that I had spontaneously lost the "Matron" title but gained the "Patron" title. The reverse happened when I clicked off the buff.

Other tricks you can do with this:
Go to the North Dalaran bank, and drink them until you turn into the wasp.

1. Fly up a few yards and activate your Personal Mole Machine from Brewfest if you have one. The machine spawns above the ground, at the same altitude the wasp was at. (I suspect Shaman totems may do the same)

2. Same bank, you can fly up, then descend through the roof on the center banker's booth, ending up inside it. Here, you can either click off the buff and end up inside the booth with the banker, or walk through the rear wall and be in the back area with all the gold. (From here, you can't see the grid wall.)
(Does not work in the south bank)

3. Inscription shop. Become a wasp in there, and you can fly up into the tower.

Hilarious little glitch:

In the quest "Where in the World is Hemet Nesingwary?", Archmage Pentarus usually summons a helicopter for you to ride to Sholazar Basin on. However, if you have the everyone-is-a-mage buff from this Elixir, not only is Pentarus female, but he summons a large human mage instead of a helicopter. You get stuck to the mage's arm and he swims you to the portal. :P

While in Tuskar form, most (if not all) /<emote> commands do not work.However, when standing near a Toy Train Set WILL generate a Tuskar-like "choochoo" sound.

Shiny shoes ( from gnome in dalaran) + You feel smaller..... (noggen fogger elixir) + Hungry tuskarr (underbelly elixir) + aspect of the cheetah = a super saft mini tuskarr with shiny feet!

Feign death + tuskarr = dead tuskarr in the middle of dalaran.

Wasp + noggen fogger + shiny feet = super small wasp with a funny trace! ( if standing still it looks like a light bolb under you)

This is truly epic.

Got this a moment ago. Wasp. If you go to the top of Dalaran and fly then you can play around for a bit before the flying mount restriction comes into effect. I landed though, and it went away. I tested it, going up and down. Every time I landed it reset the timer.

I was curious what would happen if you tried combining this with another universal costume effect, Blix's Eyesight Enhancing Romance Goggles. When you put those on, everyone will change to look like female orcs. Turns out, whichever one goes into effect second is the one you see. And when you take off the goggles, regardless of which you're seeing, humans or orcs, everyone will go back to normal, even if you still have the mage effect. And even though everyone looks normal (or like orcs if you put the goggles back on), if you drop the buff, everyone gets the twinkly change graphic momentarily. I haven't tried dropping the mage buff before ever taking off the goggles. And interesting interaction to be sure.

I also tried something to go with the Wasp shapeshift. You can't mount when shapeshifted, right? There is an exception! Deathbringer's Will will sometimes transform you into a Taunka, which is a model that has animations for being mounted already. So it actually allows you to get on your flying mount while in Taunka form. And once that wears off or is dropped, you'll change back, whether to your regular form or if you were already shifted into something else, like a Wolvar, a Tuskar, or, say, a wasp. So I got into wasp form, then started attacking Underbelly Rats and the Silver Covenant Agent in the Cantrips and Crows. I changed into a Kvaldir a couple times, and that was fun because I could still fly like a wasp, but it looked like a Kvaldir swimming through the air. But then I got the Taunka, and I went into the sewer pipe that exits into open air, where you can get on your flying mount. I mounted, dropped Taunka, and suddenly I was a regular sized wasp on a very tiny Sparkle Pony. Hilarity ensued. I took a screencap, but it was awkward because of the confined space of the pipe and that it kept trying to center on where I should have been, but was actually above me due to me being so tiny. Still, I got a good laugh.

As of now, it seems that you can now fly freely in Dalaran as the wasp form without fear of the 'No Flying Zone' mechanic. You can fly indoors as well, in case anyone was wondering.

Has anyone else had trouble fishing with the City of Mages buff? I had that buff and the Tuskarr buff at the same time bringing my fishing to 390. I caught 1 fish and 13 greys in the sewers before clicking off the City of Mages buff. Afterward I caught 5 fish and 1 grey. If this is just a coincidence please downrank.

I made a list of gimmick items which you can use to transform your character into a different form or race or even gender to play around with. I didn't add items like weapons that provide a procc with a transform effect that only lasts a few seconds even though I know about them. The wasp debuff also allows you to use the Groupe de voyage level 21 guild perk while very far above the city. It's rainin' men, hallelujah!

I tried too fligh exstremely high as wasp but then the magic ran out and i was going down with a splat.

Only had 3 elexirs left, i tried the first: Tuskar. Tried the second: City of mages. And then the third and LAST ONE:
Bam a wasp and my life were saved.

And after that i realized i was a druid lvl 85 with flight form LOL

I noticed something the other day while I had the City of Mages and the Tuskarr buffs both up at the same time.

I was at the fountain fishing up coins and Marcia Chase kept changing from a male human mage to a female human mage about every 30 seconds or so.

Oddly enough, when I had the City of Mages buff up with the Wasp one I only seen other "mages" alter their genders randomly.

You can find this all over the sewers, but people usually overlook it for some reason. I find them rather fun to use when I'm waiting around in Dalaran. Stacks to 20 and will do one of three things.

1. Turns you into a Walrus - +50 fishing for 10 minutes. You can't mount up without losing the transformation, but many other spells will work, like feign death.

2. Turns you into a Wasp/Firefly - This grants the ability to fly in the sewers, but only in the sewers. If you turn into one outside of Dalaran's underbelly, you'll be flagged for flying and will lose the transformation. You can fish/feign death etc. in this form, however. You may also transform into one in the Purple Parlor and fly around the Violet Citadel (although you still can't get in to see Vargoth. Basically, you can still fly anywhere where flying is allowed as well as throughout the sewers.

3. City of Mages - everyone else will turn into mages! They also have a nasty habit of changing their gender. Makes for hilarity, but I haven't found another use for it yet.

i would be interested to know of any uncommon or tricky locations people have found these in. anyone that has farmed these up for any reason has gotten to that point where you just can't find the next respawn. and some have persisted until they finally found a new potential location.

one of the tricky locations i have found was 2-3 spawns on one of the three mounds next to the rat and turtles, in and amongst the background art that is the same model as the underbelly elixir.
